"Cheapest budgeting app" is one of the most-searched money questions of 2026, and one of the worst-answered. Most lists recycle last year's prices, quote the marketing page instead of the store listing, or call an app "free" when the free tier stops working after ten transactions. So this page does one thing: it states the current US price of fourteen popular budgeting apps, links the exact page where each price was read, and sorts them into honest tiers.

Every price on this page was checked on September 3, 2026 at the linked source: the official pricing page where the company publishes one, otherwise the US App Store or Google Play listing. Prices are US-storefront prices before tax and will differ in other countries. Where a store listing shows several in-app purchases without saying which is monthly and which is yearly, we say so instead of guessing. Nothing on this page is sponsored and no link is paid.
Tiers are sorted by the month-to-month price of the cheapest paid plan, because that is the number you actually see on the subscribe button. The annual price and its per-month equivalent are shown alongside, because that is the number you should actually pay if you stick with an app (see annual vs monthly).

Two apps in that table used to be quoted differently and are worth flagging. Finny's monthly plan now shows as $3.49 on the US App Store, even though many 2026 listicles still say $1.99; Finny's own posts now describe Pro only as "a low monthly or yearly price". And Monefy, long cited as "a one-time $2.49 upgrade", now sells Monefy Premium as in-app purchases ranging from $2.49 to $59.99 (Google Play) with Monefy Premium at $59.99 visible on the App Store; Monefy's website publishes no plan terms, so confirm monthly vs lifetime inside the app.
Tier 1: Genuinely Free (No Paywall on Core Tracking)
Our test for "genuinely free": can you log unlimited transactions and see reports, this month and every month after, without paying and without a countdown? Seven apps pass. The differences are in what the paid tier holds back.

- Actual Budget. The whole app is free and open source; the only cost is somewhere to run the sync server (your own machine for $0, or PikaPods for about $1.50/month per Actual's docs). Envelope budgeting done properly, with optional bank sync via SimpleFIN or GoCardless. Best for the technically comfortable.

- Goodbudget. Free is usable but boxed in: 10 regular envelopes plus 10 more, 1 account, 2 devices, 1 year of history. Enough for a simple household envelope budget, and it syncs between two people. - EveryDollar. Free gives unlimited manual budgeting with Ramsey-style zero-based categories. Everything automatic, including connecting accounts, is Premium at $17.99/month or $79.99/year, the highest monthly price on this list.
- Monefy. Free with ads, a fixed set of categories and one account; genuinely fast for one-tap logging and syncs via your own Google Drive or Dropbox. Premium removes the limits; see the pricing caveat above. Never links to a bank.
Four more apps have free tiers that we don't count as genuinely free: Spendee Basic (one wallet, one budget), Wallet (manual only, heavily upsold), PocketGuard (built around bank linking, budgets capped) and Rocket Money (three budget categories, most features gated). They work, briefly, as demos.
Tier 2: Under $2 a Month
Three paid plans come in under two dollars month-to-month, and all three are cheaper still paid yearly.
- Cashew Pro: $1.49/month, $11.99/year, $19.99 lifetime. The cheapest verified paid plan in this list. You are paying for cosmetics and extra customisation, not access to your data. The $19.99 lifetime is the best-value line on the whole page if Cashew fits you.
- Actual Budget on PikaPods: about $1.50/month. Not a subscription to Actual (which is free) but to hosting; PikaPods gives a $5 signup credit and shares 20% of fees with Actual's developers. Self-host and it drops to $0.
- Spendee Plus: $1.99/month, $14.99/year. Lifts the one-wallet, one-budget cap and adds shared wallets. Bank sync needs Premium ($5.99/month, $35.99/year), which moves Spendee into the next tier if that's what you want.
Tier 3: Under $5 a Month
This is where the two best-rounded no-bank-linking apps sit, and it is the tier Finny's own "under $5" article competes in.
- Monefy Premium: from $2.49. Google Play lists Monefy's in-app purchases from $2.49 to $59.99; the terms aren't labelled on the listing and Monefy's site publishes no prices, so treat $2.49 as the entry point, not a confirmed monthly rate.
- Finny Pro: $3.49/month, $24.99/year ($2.08/month). Buys AI entry by text, voice, receipt and screenshot (50 AI requests a day per Finny's blog), Apple Pay Tap to Track and cloud sync. No trial, no card to start. Excellent value if you're on an iPhone and want automation; there is no Android app.
- Pocket Clear Pro: $4.99/month, $34.99/year ($2.92/month), $199 lifetime. 1-month free trial. Buys Partner Mode (two people, two devices, iPhone and Android mixed), encrypted cloud backup and sync, savings goals, CSV/PDF export and Travel Mode's convert-at-entry. The free tier already covers all the tracking; Pro is for households and multi-device use. Our Lifetime plan exists for people who hate subscriptions.
Wallet by BudgetBakers is a near miss: its monthly Premium is $5.99, but the listing also shows yearly terms between $14.99 and $29.99 and a $49.99 lifetime, any of which works out under $5 a month. If you want bank sync (US and international) at the lowest price, Wallet is the one to look at.
The Expensive Tier, for Contrast
None of these is a bad app. They are expensive because they do something structurally costly: pull transactions from your bank every day, which means paying an aggregator per connected user, every month, forever.
- Rocket Money: $7 to $14/month, you pick; Premium+ $15. Same features at every point on the slider. Bill negotiation takes 35 to 60 percent of the first year's savings on top.
- Goodbudget Premium: $10/month, $80/year. Envelope budgeting with US bank sync and seven years of history.
- PocketGuard Plus: $12.99/month, $74.99/year, $149.99 lifetime. 7-day trial.
- Copilot Money: $13/month, $95/year. Apple-only plus web; 1-month trial.
- Monarch Core: $14.99/month, $99.99/year; Plus $199.99/year. 7-day trial, card required.
- YNAB: $14.99/month, $109/year. 34-day trial, no card; the subscription covers up to six people, which makes it cheaper per person for families than the sticker suggests.

Annual vs Monthly: The 30 to 50 Percent Rule
Every app on this page that offers both terms prices the annual plan 30 to 50 percent below twelve months of monthly billing. YNAB's $109 a year is $9.08 a month against $14.99 monthly (39 percent off). Monarch's $99.99 is $8.33 against $14.99 (44 percent). Pocket Clear's $34.99 is $2.92 against $4.99 (42 percent). Finny's $24.99 is $2.08 against $3.49 (40 percent). Cashew's $11.99 is $1.00 against $1.49 (33 percent).
The sensible order is: pay monthly for one or two cycles, confirm you still open the app in week six, then switch to annual. Three apps also sell a lifetime licence (Cashew $19.99, PocketGuard $149.99, Pocket Clear $199), which pays for itself against the annual plan in roughly 20 months, 24 months and 68 months respectively. Lifetime only makes sense for an app you already trust to still exist.
What "Free" Usually Hides
- Caps that make the free tier a demo. One wallet, one budget, three categories, ten transactions. If you can't run a normal month on it, it isn't a free plan; it is a trial without a date.
- Trials that convert to an annual charge. Monarch, Copilot and PocketGuard all start with a trial that needs a card and rolls into paid, sometimes annual, billing. Set a reminder the day you start.
- Ads. Monefy's free tier is ad-supported; most of the others on this page are not. Ads are a business model, and they need to know things about you to work.
- Data as the product. Any free app that links to your bank has to pay the aggregator somehow. Read the privacy policy for the words "aggregated", "de-identified" or "partners". Our guide to budget apps and data selling covers what to look for.
