Best Offline Budget App for Travel (2026)

The place you most need a budget app is often the place you have the least signal: a ferry, a mountain guesthouse, a metro platform, or the first hour after landing before you buy a SIM. An app that needs a connection to save an expense will lose that expense, and the cash ones are the first to go missing.

I build Pocket Clear, which was designed offline-first, so I'm not neutral. Below is what to check, the apps worth a look as of October 2026, and a setup that survives a trip with patchy data.

What "works offline" should mean

Plenty of apps "work offline" in the sense that they open and show yesterday's data. For travel you need more than that. Test these at home with airplane mode on before you leave:

1. Can you add, edit and delete an expense? Not just view old ones.
2. Can you see a total for today or the trip? A budget you can't check is just a diary.
3. What happens to foreign currency? Conversion needs a rate. Good apps save one ahead of time and tell you when it's missing. Bad ones silently treat 1,000 baht as 1,000 of your home currency.
4. Where is the data stored? If it lives on the phone, logging doesn't depend on a server. If it lives on a server, ask what happens to entries made offline.

Apps worth considering

Pocket Clear: offline-first, with travel tools in Pro

Everything in Pocket Clear works without a connection: adding and editing transactions, reports, categories, budgets and savings goals. Internet is only used for Pro Cloud Sync, exchange-rate updates and signing in. On the free plan, data stays on your phone and nothing is uploaded.

The travel features are part of the optional Pro subscription:

• Travel Mode: type the amount on the receipt in the local currency and see a live "≈ home currency" preview. It saves in your home currency, so reports and budgets need no adjusting. It can suggest itself when your phone's timezone changes to a country with a different currency, and it asks rather than switching off by itself when you come home.
• Offline rates: exchange rates are cached on the device for 48 hours and used offline. If there's no recent rate, the app says so rather than converting.
• Trips: a named trip with dates and its own budget. While it runs, Home shows spent so far, amount left and a remaining-per-day figure, and everything you log is tagged to the trip. It ends itself on the end date.
• Group expenses: split costs with travel companions, then post only your share into your own budget. Every member needs Pro with Cloud Sync on, and people without the app can be added by name.

The trade-off: Pocket Clear is manual-first. It never links a bank, so you log each expense yourself, in about two taps.

TravelSpend: built for trips

TravelSpend says it works offline and converts foreign currencies automatically, lets you add expenses in any currency, and has a Split Costs feature for sharing a trip with a partner or friends, with real-time sync. It has a paid Premium tier. If your budgeting is only about trips, a trip-shaped app like this is a natural fit.

Monefy: quick entry, data on the device

Monefy says all data stays on your device, supports 150+ currencies, and offers Google Drive or Dropbox sync. A paid upgrade adds unlimited accounts, recurring transactions and advanced filters. It suits people who want one simple everyday tracker and are fine handling trips inside it.

Splitwise: for the who-owes-whom part

If your real problem is settling up with friends, Splitwise is the familiar choice. Its paid Pro plan advertises unlimited expenses per day, which suggests the free plan is limited. Set up before you fly

• Open the app once on Wi-Fi the day before. In Pocket Clear that refreshes the cached exchange rates, which last 48 hours offline. On a long trip, any café Wi-Fi refreshes them again.
• Decide your trip total and daily number. Trip budget ÷ days = what a normal day can cost. Trips in Pocket Clear calculate the remaining per day for you as the trip goes on.
• Add payment methods you'll use: cash, your travel card, a local wallet. Logging the method shows how much cash should be left in your pocket.
• Put the widget on your home screen. Today's spend at a glance, one tap from adding an expense.
• Test it in airplane mode. Add an entry, check the total, delete it.

On the road: a two-minute routine

• Log cash the moment you pay. Cash is what disappears from memory. Card spending can be checked against a statement later; street food can't.
• Use a handful of categories. Stay, Transport, Food, Activities, Other. You can be detailed at home; on the road, fast beats precise.
• Check the day's number at dinner. Under the daily figure? Tomorrow has slack. Over? You know before it compounds.
• Do the shared costs on the last night. Settle up while everyone is still in the same room.
